@adele Have you heard of Delta Chat and chatmail relays by any chance? They impose some strict limits, including only allowing pgp-encrypted messages by default! Registration can also be automated so people regularly register and throw away a new account for each contact for extra privacy, check it out: chatmail.at/relays
